Oxfam Chugger breaks the rules

This chugger was spotted at least 100m outside the chugging zone in Cheltenham. Since the official chugging zone is almost completely dug up at the moment, I wondered if it had been moved. I rang up the Council who confirmed that the chugger was indeed out of zone.

That's rather mean of the Council - restricting chuggers to an area full of pneumatic drills but I doubt that any local residents mind at all!
